Step 2: Eliminate x again.

This time using Equation 2 (E2) and Equation 3 (E3) as shown:

(E2) x + 3y + 7z = 1 →
  -2(x + 3y + 7z = 1) →
  -2x - 6y – 14z = -2
(E3) 2x + 9y + z = 8

-2x – 6y – 14z = -2
 2x + 9y +   z   = 8
         3y – 13z = 6 (new Equation 5)
