All three of Newton's Laws of Motion govern the operation of a rocket
engine. However, the Third Law is the principle law governing rocket
propulsion.
The major components of a rocket engine are the combustion chamber,
nozzle, and propellant (fuel and oxidizer).
The propellant provides high pressure gases when burned in the combustion
chamber.
The nozzle takes the gases from the combustion chamber and expands
(accelerates) them to high velocities at the engine exit.
